Instrumentation & Controls (I&C) Engineer – Westlake LA

Type: Long-Term Contract (Potential for Full-Time Conversion)

Our client, a major player in the Oil & Gas sector, is seeking an Instrumentation & Controls Engineer to join their team in Westlake Louisiana . This position is offered as a long-term contract with the potential for full-time conversion. Compensation includes a competitive hourly rate, overtime (time-and-a-half), and a comprehensive benefits package.

Though a contract role we are considering only local candidates as this is a long-term contract with the potential to go full-time. The client wants someone local to Lake Charles / Westlake.

Further, though they were focused on a mid to senior level resource, they have opened it up to anyone with a bachelor’s in engineering and some limited experience in a refinery or chemical manufacturing facility. Depending on the candidates skill and experience level the below responsibilities will be amended accordingly.

Key Responsibilities:

• Manage project execution in alignment with standard project development processes and engineering best practices.
• Develop high-quality project cost estimates and support annual capital planning and ongoing funding approvals.
• Collaborate across disciplines—mechanical, civil, electrical, and instrumentation—to ensure technical accuracy, cost efficiency, and alignment with operational needs.
• Create and maintain project execution plans and schedules; manage project scope, budget, and change control.
• Provide engineering and construction support during scheduled maintenance and turnarounds focused largely upon system applications, DCS systems, and SIS systems.
• Balance competing priorities and manage multiple projects simultaneously while meeting deadlines and deliverables.
• Interface with internal stakeholders, technical consultants, and operations teams to ensure seamless project integration.
• Oversee the Management of Change (MOC) process for assigned projects.
• Design and specify and review Distributed Control Systems (DCS), Safety Instrumented Systems (SIS) and the related instrumentation of each.
• Provide technical support for plant instrumentation and control issues.
• Design and implement reliable, cost-effective instrumentation and control systems.
• Assist in creating process design specifications, as well as training and operational documentation.
• Draft detailed specifications for procurement and construction; perform and lead Factory Acceptance Testing (FAT).
• Conduct audits of control loops and instrumentation installations to ensure compliance and performance.

Qualifications:

• Bachelor’s degree in Electrical, Mechanical, Chemical, or Civil Engineering (or a related field).
• 1–10 years of engineering experience, preferably within the Oil & Gas or industrial sectors.
• At least some exposure and ideally some solid experience with instrumentation and controls, including engineering or maintenance roles.
• Some practical knowledge of Safety Instrumented Systems and their full life cycle phases.
